150 years of financial regulation in Spain : what can we learn?

This paper explores the changes effected in the Spanish regulatory regimes over the last 150 years, and asks what have been the forces driving the regulatory reforms. A study of the Spanish experience reveals that there was relatively little statutory legislation until 1914 and for a long time there was no reaction to crises. In contrast, regulations have been altered on numerous occasions in the twentieth century. The paper also shows that the regulatory process has been the result of the interplay between economic as well as political economy forces. Moreover, and despite some idiosyncratic features, the Spanish regulatory history is similar to that of other European nations.

El presente trabajo trata de describir el papel que juegan las ADR en la búsqueda de una solución pacífica de las controversias nacidas en el seno de los contratos, en especial en un sector tan complejo y controvertido como el bancario. Se aborda con detalle la figura del Defensor del Cliente, que actúa como mediador encargado de dirimir las disputas entre las entidades bancarias y sus clientes, en un país que destaca por su proyección y reconocimiento mundial, Suiza.

The economy of the Valencia region (Comunidad Valenciana) in Spain has suffered the consequences of Spanish and Valencian corruption in its banking and government policies. The scandalous/outrageous and dangerous 26% unemployment rate nationwide has reached almost 30% in the Valencia region. From a regional perspective, there have been historical tensions between centre and periphery, seen with the Franco regime (1939¿1975) that reaffirmed the pre-eminence of private commercial banks and handicapped traditional savings banks, implementing a practice from the 1920s called the principle of territoriality. Las acciones colectivas pueden convertirse en un instrumento idóneo de protección de los derechos e intereses de los consumidores y usuarios de servicios financieros frente a los abusos de las entidades de crédito que han actuado de manera fraudulenta. Son diversas las especialidades procesales que caracterizan los procesos colectivos, fundamentalmente en lo que se refiere a la legitimación para interponer dichas acciones, al llamamiento e intervención de las partes, a los efectos subjetivos de la sentencia y a la ejecución de la misma. A todas estas cuestiones vamos a referirnos en este estudios haciendo especial hincapié en las peculiaridades de sector bancario.
Extreme value theory versus traditional GARCH approaches applied to financial data: a comparative evaluation

Although stock prices fluctuate, the variations are relatively small and are frequently assumed to be normally distributed on a large time scale. But sometimes these fluctuations can become determinant, especially when unforeseen large drops in asset prices are observed that could result in huge losses or even in market crashes. The evidence shows that these events happen far more often than would be expected under the generalised assumption of normally distributed financial returns. Thus it is crucial to model distribution tails properly so as to be able to predict the frequency and magnitude of extreme stock price returns.
